Why your lowest score is the one that counts
Canadian immigration programs state a minimum CLB per ability, so all four of your skills must reach the threshold. A candidate with 10, 10, 10, 6 does not have CLB 9 — they have CLB 6 for program purposes. This is why targeted practice on your weakest section changes your outcome more than general study.
CELPIP to CLB conversion table
CELPIP-General reports a level from M to 12 for each of the four skills, and that level is the Canadian Language Benchmark. There is no conversion maths — CELPIP 9 is CLB 9.

Common questions
Is CELPIP the same as CLB?
Your CELPIP-General level for each skill is the same number as your Canadian Language Benchmark for that skill. A CELPIP level 7 in Reading is CLB 7 in Reading. No conversion formula is needed.
What CELPIP score is CLB 7?
CELPIP level 7 in every one of the four skills. Because programs use your lowest ability, you need 7 or above in Listening, Reading, Writing and Speaking — not an average of 7.
What CELPIP score do I need for Express Entry?
It depends on the program and changes over time. CLB 7 across all four abilities is the common baseline for Federal Skilled Worker, and higher benchmarks score more competitively. Always confirm the current requirement on the official IRCC website for your specific pathway.
