Carney designates Alberta's pipeline a project of 'national interest'

Alberta's proposed pipeline to the West Coast becomes the first project to be designated in the national interest by the federal government, but it still lacks a private proponent. As of now, a majority of the pipeline will be publicly owned — with more potential private investment to come.
